QuakeWorld mods are rarely intentionally installed by the user. 95% of quakeworld mods are just downloaded.
This means that anything requiring a cfg file is unexpected by the user.

Bakers solution worked perfect for me.
When a client logs in his fov is stored.
After it gets changed by the scope, it gets restored!
