I'm sure Entar would agree to do the web design, seeing as it's his idea.
A good place to start. Enjoy.
With regard to web hosting, there are plenty of places where you can stick stuff. And lots of different web concepts on how to set stuff up.
Entar could even set up a web ring from his current site. Get participants to register in advance and set up a web-ring between subpages of thier websites. Use frames and stuff and it'll all be a dodle. |

Another option can be wiki.
A wiki its easy to edit, and even participant can add himself. |
