Not sure what you mean by ROM? But as far as Quake Mapping, TrenchBroom is a really good option for mapping. It's modern, updated constantly and easy to approach.  This video will get you started. https://youtu.be/gONePWocbqA

So, you may have been asked this many times, but what map editor should I use, and how can I run a custom map using my ROM? Or do I need something else?
