It is easy to see that this was made by the author of La Torre Abandonada, as it has a very similar visual style. In terms of gameplay and layout, though, it is noticeably less simplistic and feels much more polished.
It is a little plain in parts and like many attempts at modern realism in Quake, it does look quite quaint and not entirely realistic, but I do like the partially demolished buildings and the various realistic details, such as light switches and furniture. The cars driving along (presumably) the highway or bypass are a nice touch. It does an admirable job of homaging the besieged cities of Duke Nukem 3d while adding the author's own touch.
Quite short and easy by modern standards, but makes for an enjoyable quick round of Quake.

But Spirit why this map was gone lost for years and only now discovered ?
Rather jolly.
