is there any possible way for me to play runequake at home over ipx instead of going out to a server?

You can get the files you need here: http://www.runecentral.com/downloads/

The current official version is 1.3.

You will need to run your own server, which you can do on your PC.

Cherrie beat me to it :P, I also wanted to say that if you do not have any friends available to play with you, can download this mod which has bots to play against integrated with runes - called the RuneBot.

Yes and it runs on any Quake map. You can download extra maps from the web and load them into Quake after initiating the RuneBot by typing map <mapname> command into your drop down console [~] -> tremendous fun and replay value. :D

Start it by creating shortcut and editing it for the Quake executable to point to that folder, i.e. Quake.exe -game RuneBot.
