con_notifytime 0 will block out any incoming messages to you.

I think a ignore [player#] feature would be kinda nice. Would I use it? No, I'm a big kid now, I can just ignore people. But I think it would make things harder for those select few who didn't get enough attention as kids who go around trying to incite shit with the players they know will react.
