Unzip and place the (mapname).BSP and (mapname).txt files into your C:\Program Files\Steam\SteamApps\youremail@youremail.com\team fortress classic\tfc\maps directory. Create the maps subdirectory within C:\Program Files\Steam\SteamApps\youremail@youremail.com\team fortress classic\tfc if required.
